Firstly the paper lays out not only the theoretical framework but also tries to make explicit the methodological approach it employs in the analysis of the two cases chosen. In the second part I discuss on common challenges that the pension system of Macedonia and Slovenia were facing and also I portray the different paths these two countries had taken in the way towards reforming their pension schemes. Then I argue on the role of the global actors as being the necessary conditions for reforms, where the leading role is taken by the World Bank leaving the EU influence in shadow. The global pressure alone does explain only the undertaking of reforms leaving the puzzle open on the type of reforms to be implemented. To fill such gap it is argued that domestic actors are to be the sufficient condition that can explain what direction the reforms takes. The paper concludes by suggesting the necessary sufficient condition approach as a more generalized analysis that need to be extended in understanding the Eastern European divergences on the pension system reforms
