The essay, after providing some very brief, general considerations on the ongoing transformation of the European Union from a “community of ideals and objectives” to a “a community of risks and fear”, focuses specifically on the internal secessionist movements in two European Member States – the United Kingdom of Great Britain and Northern Ireland, with the “Scottish case” and the Kingdom of Spain, with “Catalan case” – highlighting, even if in an essential way, the various historical origins and underlining the contemporary political-constitutional issues and the role played by the national Parliaments, in order to develop a theoretical-conceptual framework under which a possible case of so called “internal enlargement” may take place in a way that fully respects international, European and constitutional-national laws.
