Throughout the ages of Gian Galeazzo and Giovanni Maria (respectively, 1385-1402 and 1402-1412) the litterae civilitatis especially reflect the political network of the Visconti dynasty. Conversely, the 97 privileges for 180 new citizens issued from 1412 to 1447, reveal the ducal choices about economic policy. During his government, the third duke of Milan implemented specific fiscal politics in order to support the commercial sectors, and, at the same time, to lower the influence of the feudal part of the society. The creation of new citizens of Milan is a realistic indicator of the great attention of the prince towards merchants and artisans.
Mentre nei decenni di Gian Galeazzo (1385-1402) e di Giovanni Maria (1402-1412) le litterae civilita- tis rispecchiano soprattutto il network politico dei Visconti, negli anni di Filippo Maria (1412-1447) i 97 privilegi, per 180 nuovi cittadini, illustrano invece le scelte di politica economica del signore. Durante il suo governo, il terzo duca di Milano operò precisi interventi di natura fiscale che favo- rirono il segmento mercantile e al contempo penalizzarono la componente feudale della società. I nuovi cittadini milanesi costituiscono un indicatore sia dell’attenzione prestata da Filippo Maria alla mercatura e all’artigianato sia dell’efficacia dei provvedimenti ducali a favore di tali attività.
