The CAP reform and real changes in the seeds sector While Mediterranean countries keep fully coupled payments, northern countries apply full decoupling, a third group (France, Netherland and Belgium) applies partial decoupling, keeping direct aids for some species, particularly fiber flax. France and Spain are the only two member states who have opted to retain partial coupling in the arable crops. Italy is the only country who have used the chance of supplementary coupled payments for quality (GMO-free and certified seeds and compulsory rotation), but it has waived the chance of keeping partial coupled payments in the durum wheat production. Italian choices have given rise to many complaints in the national seed world. In fact, the surfaces of certified seeds have collapsed, specially in the case of durum wheat, but also for corn and common wheat, while the surfaces of fodder seeds, with coupled payments, have raised. Moreover in only two years the surfaces of the most important commodities have dropped with a net loss of 345 thousands hectares. The very reason of these trends lies probably in the structure of the Italian agriculture: more than one million farms receive less than 1.250 euros of SFP.
