This work examines the problem of the international regulation of the telecommunication sector. The starting point is the duplication of rules and of the international organizations. The main actual problem is the difficult harmonization between regulations and policies of ITU and WTO. Then, the work takes into account a new problem which is rising the horizon: the birth of a new set of rules produced by operators and not by institutional actors.
