Il welfare italiano e il dedalo delle competenze che lo connota: l’esempio del finanziamento dei servizi sociosanitari

The essay deals with the difficult task of describing the current regulation of the Italian welfare state and its complex constitutional framework, according to which all levels of government are competent for exercising different functions often entangled with one another. Such a fairly confusing situation makes a general legislative decision by the central government and by the regions very urgent, provided that they share the common attitude of cooperation instead of enacting concurrent decisions which leave the citizen in an uncertain situation as to the real breath of their rights toward public powers.
