The purpose of the contribution is to offer a comprehensive picture of how resilience strategies addressing the availability of relief goods and equipment come under the scope of WTO law and, on this basis, to illustrate the actual impact of international trade law on disaster risk management. The challenge is timing, notwithstanding the WTO is going through an unprecedented crisis: the current COVID-19 pandemic has revealed the crucial role of an opened trading system in times of emergencies, thereby posing the question of the role the WTO may play both now and in the future.
