After the second COP of the Carpathian Convention, held in Bucharest in June 2008, this article takes the occasion to assess the first phase of the implementation of the Convention by the Seven Parties, focusing on the step forward - the adoption of the Protocol on Biological Diversity - and the still unresolved issues, such as the definition of the scope of application of the Convention, the settlement of the permanent Secretariat and the role of the European Union.
