We report on the first statistically significant observation of the vector meson Cabibbo suppressed semileptonic decay D+ → rho0 mu+ nu. We measure the branching ratio of the decay mode D+ → rho0 mu+ nu (plus possible unobserved gamma from D+ → eta′ mu + nu, eta′ → gamma rho0) with respect to the decay mode D+ -> antiK*0 mu+ nu to be BR(D+ -> rho0 mu+ nu)/BR(D+ -> antiK*0 mu+ nu) = 0.079 +/-0.019(stat) +/-0.013(sys).
